Cards with High Urgency are always drawn before other cards when their requirements are met.
Urgent cards have a frequency, such as Standard Frequency, in addition to their Urgency. This only matters if there are multiple Urgent cards eligible to be drawn, in which case their Frequency will determine their relative probability. Nonetheless, every card drawn will be an Urgent card until all such cards are exhausted.
