Doubled manager with non-manager city

There was a report on the FB Discord of different description text in the case that a HD-Ambition player had doubled the manager and then not chosen to use him to found the city, but I haven't found any solid verification of it: "You're expecting him, this ragged emperor. How many times have you seen him? There are two of him now, thanks to you. Twice as hungry to be what he is not." Putting it here, in want of verification.
