Rare "success"

I'm reasonably sure the "lose immediately" result is actually a rare success rather than a random range. For one thing I haven't seen any Elusiveness values in-between 8 and 36. For another, I'm *fairly* sure that it gives less progress than usual.

Note that it's still possible technically possible to win if you hit 8 progress at the same time.
