For the Rumourmonger's Network, my estimated minimum actions for the Cover Identity route is about 373, without any head start on Backstory (and you're a Midnighter, for that sweet sweet 4-action reduction on Decoding). Conversely, the Tracklayer's City route is 283 to 312 actions (+1), provided you're getting 500-550 Prosperity/Action from maximized Efficiency. The Certifiable Scrap route is... bad. Don't.
