When I went to bed the Brass Embassy seemed willing to help, unlike the Bazaar's Masters or the Shuttered Palace's royals.
When I woke up only Sinning Jenny and the Admiralty are helping, and they give 'Service to London'.
Something must have happened to those devils while I was asleep! Did the game's server issues have anything to do with that?
