Not so random?

After running this for four or five cycles, it feels less like it's completely random and more like it's +-5 to 10CP. I haven't made very good notes, but I was trying to get the Dangerous Boon for BDR and I took me ages because it just would stay in more or less the initial range instead of a complete re-roll.
