You overhear some rather valuable information:
Mr Stones is furious: no box means no moon-milk, and no moon-milk means no troops for the "Exiled Captain," and thus no Sixth City.
The letters belong to Mr Fires. As he wanted them kept away from the Bazaar, he is pleased at the loss of the box.
There is some speculation that Mr Fires is also partial to the Fifth City, and would rather keep the Bazaar here for a while longer. Perhaps it's fond of the fog?
