It is the very least you could do. Although the rooftops offer few usable faucets – you'll need to gather what you can from the guttering.

Success

Thirsty

You roam the roofs and gutters with your watering can. [...] It should suffice. [...]

Description summary:
The middle of the description varies with The Airs of London, while the end varies with Rooftop Growth. Wiki note: Numbers unaccounted for: 0 – 2, 69 – 78, 100

AirsDescription
3-25Here – a milky puddle reflecting a sourceless, moonish light.
26-49You wouldn't drink this stuff yourself – but then again, you are not the subject of a horticultural experiment.
50-68Roof-drip collects in this deep trough between one roof and its neighbour. This should be full of nutrition. Or, full of something, anyway.
79-99You find a puddle of impossibly clear water, pooling in a blocked gutter. You look around but find nothing. Best not to question your fortune.
GrowthDescription
1: Singular CuttingsDo you imagine that your Singular Plants watch you, as you approach with the can?
2: 'Dawn-Yodeller' MandrakesThe soil-muffled overtures of the mandrake subsist into a contented gurgling. Watering it is one of the only things that shuts it up.
3: Prize-Winning PeppercapsYour Prize-Winning Peppercaps are thirsty. It takes a great deal to quench their fire.
4: Recusant MarigoldsSome of the water evaporates before it hits the soil [...] the broad leaves and wide petals of the marigolds capture and condense the steam back into droplets that run uneasily down the stem.
5: False-Cantigaster HybridsThe water refuses to mix with the Hybrids' black excretions of spore-sap. There are deathrattle hisses as air pockets within the mushrooms cede ground to wet soil.
6: Millennium RosesThe roses respond to the watering immediately, opening up their petals and pushing forth new leaves. They live as fast and as fiercely as they can.
7: Tomorrowspore OrtcapsThe Ortcaps' black lacy skirts frill and sigh as you pour water onto the soil, as if in relief. You find yourself thinking of past thirsts, and their quenchings.

Rare Success

Weather at last

A drop lands on your face. Then another. Rain! Or something approximating it, anyway. Perhaps some subterranean aquifer in the roof far above London has burst. Quickly – set up the raincatchers. Your [Growth] will surely enjoy this.

Wiki note: Rare success chance is 20%.

Failure

Parched

From whence do the Fisher-Kings drink? You do not know. You look for water on the rooftops, and find none. It is easy enough to descend to street level and fill up a bucket – but by the time you do, your [Growth] are looking wilted and sad.
