Not sure it went wrong - possibly The Powers That Be just decided to make Airs qualities more important to the game and harder to optimize. For now the Airs of Forgotten Quarter are much more significant, but Airs of London could have been exploited to get the Tasselled Sword-Cane from A cavalry officer.
