Levels
Below are listed possible levels, their associated quirks, and options which set the quality. You cannot reliably choose the sign itself (which has 50/50 chance with each option), but you can choose the type, and therefore, the associated quirk.
The associated quirk can be increased up to level 10 with no loss to other quirks from cards drawn at 
Mrs Plenty's Carnival. The sign can be changed for a single carnival ticket.
