Yep, that seems to be how it's done. Tag a page first with this main category and then next with any relevant subcategories (the specific Coil #). It's messy since the Labyrinth of Tigers' categories are similarly named ("labyrinth" this and "navigating coil" that) but I guess it works?

I barely understand it myself. ;P

The category breakdown of storylets (as an example, Odd jobs in the Labyrinth) -
Location: The Labyrinth of Tigers
Category (Main; this always seems to be used): In the Labyrinth of Tigers, Navigating Coil
Category (Minor; this marks individual coils): Navigating Coil 1 (or "2", "3", "4" up to 7)
Category (Minor; this is sometimes used): making progress in the Labyrinth of Tigers

As for the Unlocked with links, I think they should go to their individual Coil subcategory pages "Navigating Coil #" instead of the main category "In the Labyrinth of Tigers, Navigating Coil". With Odd jobs in the Labyrinth, the Unlock link should direct to the proper Coil subcategory ("Navigating Coil 1") like An interview with the tiger where the Unlock link leads to "Navigating Coil 2". Some pages should be relinked; it's better to be consistent here.
