Success Instructions: In order to build the Admiralty's diving-bell, you'll need specialised tools. Most would be tricky to find, but the Youthful Naturalist has connections. Some of his contacts are stationed at ports across the Unterzee; to meet others, you'll need to rendezvous while you're zailing by searching for new options on Opportunity Cards.
Currently, you still need to collect equipment from:
• Port Cecil (with 
Cartographic Comprehension < 10)
• The Fleet of Truth. You will need to be pursuing a Voyage of Scientific Discovery. (with 
Organic Comprehension < 10)
• A Khaganian Patrol Vessel (with 
Mechanical Comprehension < 10)
• The Court of the Wakeful Eye (with 
Regretful Comprehension < 10)
For the most part, the Naturalist's friends and acquaintances will only require Favours in High Places as a trade-off. But you'll also need 20 Tribute to appease the Wakeful Eye. (with Regretful Comprehension < 10)
And one final word of warning! If you choose to sell the materials you acquire, then you won't be able to complete the project without re-acquiring more on your own.
