In trying to process what has happened, London has fallen back on familiar comforts: mushrooms and bat guano.

Game Instructions: If you have further Service to London you wish to spend, do so in Watchmaker's Hill – in 'Materials and Materiel' – before proceeding. Any remaining Service to London will be converted into Tales of Terror and Rostygold after this point.

There is no sign. No one has ordained that this garden should be so. [...] But the garden is not there to be beautiful.

Description summary:
No one said, "Let's start up a garden here." Londoners just sort of... decided to build a community garden in this spot, using pieces of broken airship for the sides. People wait to lay plants and fungi in the plot; others watch, glowering. Overall, the skill level of the participants is highly variable. The garden's purpose is symbolic. London is recovering.
