These items unlock repeatable options that are either equivalent to or outclassed by their evergreen alternatives.

Khatun-class Electric Launch	50	Ride your boat to your ship when London is in a state of emergency	Really, how often is London in an emergency situation, anyway? Currently only known to be used during The London Horticultural Show, but could recur if a crisis strikes again. Can also be bypassed with a Persuasive check that scales based on Zeefaring. You may also prefer to stay and help during an emergency in London.
Heavily Annotated Timetables	30	An option during False-Dawn during long Khaganian Intrigues	False-Dawn options are situational; additional options are available to those with Mesmeric Parasol and all players have one option available based on Methods of a Khaganian Front:

Niche Single-Use

These items unlock a one-time option that is either equivalent to or outclassed by the evergreen alternatives.

For the rest, this is certainly better than Offer her a tonic, but Offer her a guardian is easy for a player reasonably comfortable with the Bone Market. Note that while technically repeatable, this option is not valuable after raising your Dangerous Gains.
Indignant Bearskin	20	One of several options to become Acquainted with Sophia's.	Multiple other options, including passing a Monstrous Anatomy check, having An Orphanage, and having a few points of Monster Nurturer from WHITSUN.
The Contrarian's Monochromatic Lantern	20	One of several options to build a watchtower in Ealing Gardens.	There are multiple other options, including one that merely costs 250 x Phosphorescent Scarab. The watchtower itself is completely optional and purely a roleplaying decision: it does not unlock any permanent options, merely altering text in a few places.
Mr Slowcake's Caducean Rose	20	Shortcut a certain hunt in Parabola	You are required to do the hunt once as part of the Shadowy Gains story and then are unlikely to ever do so again. Even if you do, this "shortcut" will only save you 1-2 actions when you take into account the actions for purchasing it.

Special Note: The Waswood and Festival Story Items

While we can expect the items available for Estival Token to recur again every year, certain items from summer festivals are tied to the story of the event, and will not be available in subsequent years. Some of these may be available through the Sacroboscan Calendar when the event is eventually added to the Waswood rotation, either in their original form or altered to suit the Parabolan settings. Possibly some may even become permanently accessible in future content. We won't know until it happens.

Several of these are actually former ELECTION items, given a permanent home in the GCO Waswood.
